Any place that sharpens cutlery can do scissors.

Swanstrom USA has a repair service for most small cutting pliers/ electronic cutters.

I sharpen tin snips, but not dikes. Dikes and lineman pliers would most definitely require a vise. Tin snips have a much wider cutting edge, making them a breeze to sharpen.

I just sharpened a badly worn and chipped pair of dikes yesterday. I used a file to get the edges straight. It works fine but the handles close much closer together now. If they were just dull it would likely have been no problem.

I sharpen my Mundial scissors about once a week.. the bottom blade is fine tooth serrated so after taking them apart you just flat the faces off on a stone.. don't touch the serrated part.. the top blade I just drag the stone across a few degrees off flat away from the edge

Good sera shape scissors act like a guillotine not two blades rubbing together. mine can cut 7 layers or leather

snips, dikes............ i toss them into a box and forget about them. i consider them consumables.
good scissors, knife sharpening guy around the corner and down the street
