Shelf above breaker panel...

well my research has turned up nothing, so I do what I always do...turn to GarageJournal...

Can anybody provide any commentary about possible code violations with mounting a shelf in the dead space above a breaker panel? Nothing fancy, just a simple wire (probably rubbermaid or Closetmaid) shelf, probably storing lightweight but bulky stuff like christmas decorations, spare golfing supplies, etc.

The panel sits about 6-8ft from the front corner of the garage, which is the corner the water heater sits in as well (electric). Ideally I'd like the shelf to run all the way over and sit above it as well, but I can't find any regulating codes for THAT either, I don't know what the headroom above one needs to be (i know they can be shunted into closets and the like, so i know it can't be too crazy). If anybody has commentary there, that would be great, otherwise i'll limit it to the otherwise-unused span of wall above the panel.

Oh, and I'm in Indiana, so if anybody can just point me to a website or resource, I'm happy to investigate the particulars myself, thus far my searching has come up dry though.

Areas in front of, to the side of and above and below a panel board that must be kept free per NEC.

Answers that perfectly. *****, but whatever. I'll figure out something else.

Reaffirms my plans for putting a dedicated mechanical room in the house we plan on building, and not relying on putting that **** in a working space like a garage...
