Shim behind surface mounted Bell box?

My interior garage walls are made of uneven concrete bricks. I'm installing surface mounted EMT conduit and 2 gang Bell boxes on the walls. One box won't hang evenly because of the uneven surface.

Can I install a small 1/2" shim behind the box? Plywood or another material?

Should I use the little mounting tabs that came with the box or drill holes and screw from inside the box? How many screws per box? Tapcons or screws and plastic anchors?

if you shim it, use something that will not dissolve/rot.

I use the tapcon or rawl plug/plastic anchor from within the box, to me it just looks better and more finished than the tabs. Any more the tabs are such sorry material they break/crack/detach and become more trouble than the tapcon.

Not to mention that the tabs look ugly too.

I've had success with drilling holes in the back of the box and using fender washers, hex nuts, or a combination of the 2.
