Tracked down the odd plasticyy smell... Oddly bulb still was working fine... Random chance, failing ballast, result of not having all the bulbs in the fixture or do I have another electrical gremlin to track down?

Arcing in the socket. The connection between the lamp pin and the brass on the inside of the socket wasn't good & tight. Since it happened at the 10 O'clock position, it appears that the lamp wasn't completely turned in. It should be straight up and down like the one on the left.
Ballast will be fine. Lamp might need to be replaced. Socket should be replaced.
BtW: I hate those new sockets, but they're part of the UL of that fixture.
Good luck,

Cy is correct it was a bad connection but the receiver should be at 90 degrees when the lamp is installed correctly.

In case that doesn't make sense. When you install the lamp you'll insert it with the pins in the vertical position, then twist it 90 degrees into the horizontal position. You'll actually feel a very lite click when the bulb is seated correctly into the ends as the prongs have a very small detent in them.

get a couple of LED instantfit tubes to see if you like them. Should be about $10 each.
