Need inexpensive source for craftsman shop vac. $15.99 seems high to me. But I have no money at all.

Wrap women's stocking material around them. It acts as a pre-filter and extends the life of the part dramatically. It does require a more periodic cleaning, but it's free!

Yes, but once the woman who's stocking get's stolen for the Shop Vac finds out, you'll be ******* your hand for a long time.

I used to go through those filters at a pretty rapid rate and you're right, it got costly. For the last several years i've used the standard filter along with the optional disposable bags in both Craftsman and Shop vac 16gal machines.
The filters never seem to get dirty now and the bags hold a hell of a lot.
I don't think I've changed the filters but maybe once since I've been using the bags as they always come out white/clean.
The bags are "Shop-vac" brand.
More initial expense, but cheaper in the long run for my use.

I clean my filters out rather than always changing them. If there aren't holes in them there's no reason to replace them.

Another option is Cleanstream filters which can be tapped/rinsed clean.

Cleanstream filter. Get the more expensive version, the Cleanstream Pro (I think its more water resistant) they are $32.99 with free shipping. Clean it and treat it like the instructions tell you, and you will NEVER buy another filter for that vac.

Tap it to get most of the **** out of it (wear a dust mask) and take a hose and rinse it off, set it up in the sun to dry and reinstall it. DO NOT use a BRUSH or any object to scrape out the pleats in the filter, you WILL DAMAGE it. Just rinse it off, looks like new when you are finished.
