Does that panel have a ground wire to it? Or is that emt continuous all the way back to the main panel?

Fuse panels around that era were notorious for only having 3 wire feeds to them (which isn't what you want) and no ground wire. They usually had the neutrals and grounds landed on the same neutral bar to make up for a lack of ground wire.

It's "newer" 6/3/w-g. Attached garage through an enclosed Breezeway, so no "separate" ground rods. Although I did sink another 8 footer for the SE.
Why these folks used this old fuse panel------I have no idea

The sub is only about 15' from the SE.

I have a question, not a criticism, I want to learn.

You have all the whites on one side. I thought if you were doing a 'split?' circuit you had to have both the black and white on a double breaker.

I thought you can have one wire in a breaker and with certain brands 2 wires.

It looks like you have a breaker attached to the neutral bar.

I'm really confused as to what I am seeing.

Pictures are VERY deceiving rancherbill.
Those two neutrals are just "looped" under that breaker, they go up and out to the top left.

Ummm... it appears that it is and OP stated that there is a ground back to the main panel.

I'm not sure about that old white 12ga romex though... LOL jk
