Do they make these items from quality plastic or what?

Saying a 3d printer uses plastic, is a lot like saying air planes are made from metal. You have various plastics that have their own characteristics that make them suited for a specific application. You also have very different types of printers that use different technologies:

Most hobbyists will use what's called an FDM printer, or Fused Deposition Modeling. The prints I've shown here are printed on an Ultimaker 3+, which is an FDM printer. I've use it to print parts made from PLA (the most common material used by hobbiest), ABS, Copolyester, carbon fiber impregnated PLA, TPU (thermplastic polyurethane), and a few others. So to answer your question about quality plastic...yes. Industrial printers are also able to print a lot more than just plastic. Stainless, inconel, titanium, aluminum, etc. can all be 3d printed.
The printer I use at work has been extremely useful and has paid for itself many times. From various machine tooling fixtures, functional prototypes, models for engineering reviews, etc, it has been an extremely useful tool. It's a technology that will change how things are designed and manufactured. Here's a video on Koenigsegg's turbo charger; internal flow paths can now be optimized since traditional manufacturing methods are no longer a constraint.
