Looks like a very well done home brew setup. That is a Campbell Hausfeld VT series pump.
Yes there are drains on the bottom of both tanks and both tanks are very heavy. An inspection is due though.![]()

Pick your model. Although nowadays they just sell you a complete new cylinder head instead of stocking parts for the innumerable different designs they came out with over the years.
Your FRL setup looks like Wilkerson.
Everything else is generic.
Hopefully there are water drains on the bottom of both tanks.

That's all I can come up with, too. Guess I can calculate the HP of the pump from that somehow....I don’t know what else it could mean other than bore and stroke of the compressor cylinder.
