Siding question

Found some dry rot under my vinyl siding. I have a limited amount of access to the area where the flashing comes over the siding.
I have a 15 x 15 skylight over my atrium and I really dont want to open the flashing up. Open a big can of worms.
I'll tear off T1-11 that is (was) under vinyl.

So my question is: Can I add lap siding (cedar) right over the studs or do I need sheeting? I know it can be done but is there reasons why its a bad idea?

Was thinking I'll add tar paper and side away. Thoughts?

I installed siding in the Midwest for 15 years. Never put any directly over studs. Lots of old houses had it like that. I think it could buckle or warp easier. Just my opinion.

There is special siding for that, with a flat back, and a rabbit at the bottom. it sits flat on the wood.

Turns out the voids are pretty small. Above the windows is all plate.
Now the new question is with a glass roof/ceiling do I even bother adding insulation to those voids between the windows? Hmmmmmm
