I’ve tried heat from propane torch and PB Blaster for a day now and it won’t budge, any advise ?

Keep on givin' it the heat and PO. I like to use the penetrant to "quench" the parts after heating it to the point the oil burns off.

Try tapping the side of the base adjacent to the screw with a hammer--not hard enough to blemish it, just lots of little taps.

You'll get it eventually.

Blaster is wonderful.
Mo' leverage is mo' betta!

Just don't try to lift a house with that. We used hydraulic jacks for the lifting and screw jacks for holding. Guy I worked for doing foundations must have had forty of those.

Traditional Wallowa County foundations were a bunch of piles of rock. Amazingly, we very rarely saw insect or rot damage on hundred-year-old buildings with the joists sitting in the dirt.
