I personally have not used these, i can see using these for a quick temporary fix until a permanent fix is made, , the concrete reacting to the bare steel, it will be bare once it scrapes along the concrete as you pound it in, , coupled with water intrusion, equals a temporary fix

If you don't have concrete poured around the base of the old post (lots of fences are built that way, including the one in my back yard) I think they'd work great.

They do work, as it addresses the problem many fences have of the post rotting at ground level. Seen where a fence is intact except blown over and posts broken at ground level? The Simpson post saver lets you fix loose post without having to disassemble the fence and replace the whole post, before it blows over. It's not a long term fix, but will work pretty good for a while.

Another way to fix a bad post is to dig down one side and lag screw another post right to the bad one. Not as visually nice as the steel piece, but same basic idea to help reinforce the post that is rotted at ground level.

I recently did an OZ-Post. PITA with a sledge hammer. Have a few more to do so I got the jackhammer installation kit. It's nice because it can be hidden just below ground level.
