Simpson URFP / foundation strapping question

Not entirely garage related but there are a bunch of knowledgeable folks here so I'll ask anyways :)

In my old 1920s house I installed Simpson URFP plates to strap the sill plate to the foundation. It was a totally unfinished half basement with half crawl space. Easy job.

My new house (also 1920s) has a finished half basement with unfinished crawl space. In the finished portion I recently had the drywall open at the sill plate to run some conduit (for datacom) out to my detached shop and so was looking at the sill plate/foundation layout.

The way the previous owners did the drywall framing looks like it's going to make things tricky (and I assume they used this method throughout the entire finished basement space). This added 2x4 framing isn't structural so I assume it would be possible to remove material from the back of the horizontal 2x4 butted against the sill plate but maybe there is a better way I'm not thinking of? Or alternate strapping systems?

I'm not sure why they added the darker feathering strips, perhaps the foundation wall isn't consistent.
