I'm thinking an unfinished forging. Doesn't appear to be chrome plated either?
its not chrome but not rusted. and everything rusts here from the humidity. not sure if it had an industrial finish on it or not. what ive searched, this wrench is supposed to be chrome according to the part #.
is this common? idk how the guy ended up with 2 of them. maybe ill toss them on ebay as "rare"

They are not finished, and the reason it hasn't rusted is probably due to forging scale that would have been cleaned off after box end was broached then they would be cleaned and plated. Somebody took these off a production line or out of a tub of semi finish wrenches etc. .

Ask the seller if he's from Defiance, OH, probably carried them out of the old manufacturing facility.
