I have a approximate 5% grade to the rear of my lot. I know I will need to grade accordingly. Question is how high above the front grade is a recommended? The rear of the building will be nearly 2 feet above grade. Should a drain tile be considered up front / all the way around the building? Should a retaining wall be considered for the rear of the slab? Build is in SE Wisconsin (Kenosha County). 32X62 (2X6 stick frame).

I assume you are planning to build the structure on a slab? If so, I'd just build the whole pad up to an elevation that provides positive drainage away from the building. The fill should taper out from the pad to allow for proper compaction of the lifts. Assuming all this works, I don't see a need for a retaining wall or drain tile.
