I just recently had a 6'6" slums tone wall made in my backyard. The house backs up to a busy street. I am fairly happy with the work done, my only issue is that the rebar that is in the wall from the footing up is not held in place with any cement or masonry grout. The cement footing does have rebar sticking up about 3 feet, and the wall has rebar fitted within the wall horizontally. My construction guy said that it wasn't needed.... What do you guys think? Should I go ahead and fill the holes with something to keep the rebar solid to the block? I am being charged $100 for linear foot without the wall being filled with cement.
