I have a set of zipper bags I bought off Amazon so that I could get my socket set for my truck to fit in a particular spot where the blow molded case wouldn't. I put the sockets in pharmacy pill bottles - about 5" tall - 1 each for 1/4" SAE, 1/4" metric, same for 3/8, nut drivers, deep sockets and hex bits. The ratchet and extensions are in the bag, and I added a pair of pliers, a big adjustable, a 6 in 1 screwdriver, some nitrile gloves and shop rags. It is shocking how compact all of it is.

I was thinking a low-profile tool box with socket rails riveted to the bottom would make a pretty nice portable kit.

This is the tool box style I had in mind:

Then just rivet a few of these to the bottom:

You can get these for cheap too. Like several for $5 cheap. Because the sockets would be vertical, you could fit a lot - and still have room for ratchets and extensions.

If it's just a 1/4" set, the toolboxes above are probably way bigger than necessary. I'd have to do some googling to see if there was an even smaller option. Cash box maybe?
Don't rivet those to the box. Get a small piece of sheet metal cut to fit the box and rivet to that. That way, rivets aren't scratching anything/everything when you put the box down. You could even be fancy and cover the metal with tool box drawer liner sandwiched between the metal and the rails. Rivet from the bottom up thru the rails and it will sit better.
I have a box of 1/2" drive impact sockets, Metric and American, deep and shallow, in a box like that from Tractor Supply. with a short breaker bar, extensions and ratchet, it IS heavy, but it IS full of metal...

Blow molded ones will likely be a difficult fit, as different brands have slightly different lengths and circumferences. I've never been able to reuse a blow mold for anything different and just throw them away. Low profile took boxes mentioned above are great. I have two vintage "Handy Andy" kids tool boxes (metal, colorful paint jobs, hinges, and a clasp) that are perfect for sockets on rails, extensions, and a couple ratchets. If they survived children in the 50s and 60s, they're proven to be tough. Plus, they're cool looking and unique

Yes, that is the box I am using now. In addition to what you show in the picture, I have a full set of Metric sockets they n the box. No ratchet, but a standard length spinner handle.

The more I think about it, I should just start with a block of hardwood and drill 2 rows of hole of varying sizes for the SAE an Metric sockets. Then try to figure out how to build a box around it.
