Small countertop outlet question

So finishing up some details on the living quarters of the shouse.

Currently on the wall counter tops have 2-20A SABC, island has 1-20A SABC, 20A dedicated dishwasher, 30A 240v for POU water heater.

Outlet spacing is good, question is for a short piece(23") between the stove and refrigerator. At what width does a countertop need an outlet?

The wife doesn't want an outlet there but what will code/inspector want?

Ok, but where is the cutoff?

If I pull the drawer base out and leave only the sheet base then the top would be only 8", would that still require a outlet?

That's what I'm curious of.

210.52 says any counter 12" or more. Generally, no point along the wall can be more than 24" from an outlet. This excludes areas behind stoves, sinks or counter mounted cooking equipment.

Thank you, that's what I was looking for.
All the other counter tops have the 24" requirement met.
