If you spin it when it hums, does it run again? If yes blow out the start winding switch on the end.

Have you tried removing the cover plates to access the bearings/bushings. Maybe they are gummed up/worn out/seized up. Clean up/replace as needed. While in there, check the ohms on the windings. If you get zero there is a short, infinity there is an open. Maybe others can chime in on what resistance there should be.

Most small general purpose motors have a centrifugal switch to energize the start windings. After time the contacts get dirty and simply filing the contacts to clean them up often cures the problem.

The switch is under the end bell of the motor, opposite of the shaft.

So got it appart going to clean it out and re pack the bearings.
Here`s pix from the guts, where are these contacts located?

Looks like the centrifugal switch might be stuck. The mechanical part of the switch is what's in your second picture.

Spring pressure should force it out but you should easily be able to push it in with your hand. It would definitely cause a hum and no start condition.

Ok so i cleaned and lubed the Centrifugal switch , it was a tad stiff.
I found the contacters, looked like a set of points . They were dirty so i cleaned them with some fine sandpaper .
Finally blew out the motor and lightly sanded the barrel on the rotor , just some light surface rust . then greased the bearings.
Plugged it in and all it wants to do is wobble back and forth?
