I hope it works out. Why wouldnt paypal check his account for the money before they "refund" us???

You and me both brother and god only knows why paypal says in one breath they "recovered" the money and in the very next say there might not be enough money to follow through. Senseless.

That's the point, we DON'T have our money, at least I don't. Paypal says they recovered our money in one sentence and then two sentences later say if there isn't enough money in the guys account to cover the refund they will take "further action". It's not a refund until I have it in hand.

I had $225 in my paypal account, and I already transfered it to my bank account. Im not sure if they just credited me the $225, and when they check his account and find nothing, if they will take the $225 from me...

Thats what i'm thinking, but why would they tell us to wait 5 business days??

If they could only recover some of the money, they would try again in 5 days to get the rest. If they were only able to swipe say 50 bucks from his account, thats all that you would have gotten. In 5 days they would try again to get the rest....you only get refunded for the amount they can recover. Luck enough they were able to recover all your money in one shot.
So the "second sentence" from Paypal is for people that did not get all of there money recovered.

If this was an Ebay transaction than the buyer has buyer protection. That means that money recovered or not you are refunded. Thats what Ebay buyer protection is. They started that on Ebay after this kind of **** happened to often. It looks bad for Ebay and they would rather insure all transactions than have people get ripped off. Bad advertisement for them.

So long story short...... Ebay transaction 100% covered with buyer protection.

Person to person paypal only what they can recover.

You guys got lucky........

If you have any questions just send me a pm for my cell number.
I have done 1/2 mil. with paypal (car parts business) so I know all the procedures first hand.

No problem......and if anyone needs any help please ask. Send a PM or whatever. I sold car parts online for years. I hate to see this ****, although it has died down as paypal has tightened up a bit.

I got ripped off on Ebay less than a year ago, even though Paypal sided with me no funds were able to be recovered and I was out 75 bucks. When did they start this policy?

Was it item not recieved? or not as described?

If item not recieved and no communication from seller 10 days from claim and you get your money back. Buyer protection.

If seller provides tracking info. etc. and responds with their side of story, its paypals decision. My guess at least 2 years with buyer protection.

Here's most of the Email I received.

This is from 2/4/09.

Dear ,

After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed.

Please know that we will make our best effort to recover the funds in
question if they become available in the seller's account in the future and
will take appropriate action against the seller. Such action may include
issuing a warning, a temporary restriction, or terminating the account.
Keep in mind that PayPal uses a number of factors to determine when to take
action, including member complaints. Due to privacy laws, we cannot discuss
the details of any action taken. We hope you understand our policy and that
it assures you that you are safe using PayPal.

Item not received and Paypal did side with me.

Strange? I have never had any problems always covered. Had a few and all got refunded. Overall very good luck with Ebay. Considering I was buying 10-15K per month on Ebay. A dead beat seller happened once in a while.

By chance did you go off Ebay and amke a transaction? Because now that is a person to person?

The scammer had the funds available for paypal to freeze and give back to you. If funds were not you would have gotten same email as Diesal...

CD You won a race..... It was you getting your claim in against the scammer getting his greasy hands on the money. You had a person to person paypal deal. Not an Ebay paypal ddeal with buyer protection.

Well beyond all my expectations I actually got my money back. And that makes absolutely no sense to me. I am assuming that paypal got the money back from this fatal guy(their original email to me said they recovered the money) and just didn't fork over their own cash out of the goodness of their hearts, and that makes NO sense.

I mean if I were a scam artist and had just burned a couple of people for the larger part of $1000.00 that money would have been GONE the instant it hit my account, that account would have been abandoned, and paypal and everyone else concerned would have been left SOL.

I don't get it. What crook steals money only to let it get taken away?

I never heard of them specifically saying that the money was unrecoverable, but we're giving you our money. Just like insurance companies, they pay out claims from their own bag of money, so I would assume the same thing happened here.

Just because they said they recovered your money, I would bet that they just coughed it up themselves. Either that or they have really good ways of getting money outta people's accounts or related accounts somehow.

As long as I got my money back I would not care from where.

I don't really care where it came from in a certain respect, but it would be beneficial to know. To me a big plus for my continued use of paypal would be to know that THEY stepped up to the plate and gave me their money when there was no money from the crook to be had. That's a huge plus in comfort level when using their service. If I know that the ONLY reason I got money back was because there was money in that guys account, then my confidence in using their service will take a big nose dive.
