Due to some bad press, and to kick the aftermarket in the balls, FCA introduced the "secure gateway module". This acts as a firewall between the data link connector and the rest of the network, think PCM/BCM/accessories. Without a way to bypass this firewall, your scan tool has no bidirectional controls and limited function. Approval to bypass this SGM is done by downloading a file over wifi, which authenticates the tools credentials to the SGM.
For $50/year, you can pay AutoAuth/FCA/ETC to allow your aftermarket tool to bypass this. There are ways around the SGM, whether bypass cables, tapping into the CAN system behind the SGM via the STAR connector, etc. But the easy button is the $50. Unless you scan tool has current software, even paying the $50 will not allow you access. Due to cost, I'm planning on keeping my autel device current for FCA vehicles. Snap on is simply too expensive at $1200/year. My current plan, when I get a new snap on dealer, is to try and trade my solus legend into a triton platform at some point for the easy lab scope and guided component test convenience. FCA vehicles are exclusively the work of my Autel now.
Chrysler's Secure Gateway Module will change aftermarket access. Here’s what you need to know about the SGW.

The aftermarket was all "right to repair will fix this!". Well, it didn't.
