Snap-on angle wrenches too small

I bought a set of Snap On vintage open end angle wrenches with a 1967 date code on Ebay. Nearly all of them are just a hair too small for the size markings, for example 7/16” wrench won’t quite fit onto a 7/16” bolt/nut and so on.

Has anyone else run into this? I’m actually wondering if they’re counterfeit?

I found the need to hammer on many a snap-on product. They are too tight in my opinion. I think .008” over nominal is ideal. Are the nuts rusty?

Not rusty, and I’ve literally tried nuts/bolts from my car to the kitchen sink and everything in between. A few of them fit fine (albeit a bit snug), but some won’t fit at all.

I've never run into this issue with Snap-On tools through all the decades of using them at home or at work. Something sounds off but unless we see some pictures there's not much more we can help with.
