I don't think that is a date code but I have no evidence to back that up. I believe it is not a date code because I have never seen a date code forged into a tool, never seen a date code that large and prominent and I have never seen a date code on a SO torque wrench.

No way that torque wrench was made in 1927. Looks like 50s to 70s.

7 probably indicates the mold number for QC.
