It's a portable dial indicator. The vice grip clamps to whatever you want, then the flexible arm attaches to that, and the indicator to the arm. You can use it to check the run out of brake disks, shafts, ect..., when you don't have an adjacent nice flat surface to set an indicator with a base.

Used to measure runnout on brake disks, measure play in tierods/ball joints. I've used it to measure cam lift when degreeing cams. Thanks.
