At the risk of making this a big argument with no facts, let me make this suggestion:
1. You understand that lifts with a cylinder on each side require some form of synchronization to make sure the two sides go up together. If somebody disagrees with this, do not respond to them. You ignore that.
2. You understand that it is possible to synchronize lifts hydraulically or with cables. The cables on a lift of this style are quite a lot more common. To a person with no information except that one picture, it appears that the cables are either totally gone, or somehow the lift was built with the cables only 8 feet off the floor and inside that yellow thing that none of us have ever seen before (<---this is where I place my wager, right here).
3. You with this understanding go look at that lift and say "boy, I sure would like to figure out how this lift is synchronized" and be ready to hear some response that could either be knowledgeable and helpful or deceptive and idiotic. The lift speaks for itself, you look.
You do not want this lift as it is, for sure, if you want to pick up a car more than about 1 foot. That should be super-duper-obvious. But it's very likely that a very skilled person could do better. I bet it's unlikely that you could find the missing top frame somewhere.
