can anyone tell me what this is meant to be,this one is a 1'' the number on it is n6912 usa z and it weighs about 4 lbs.

Looks like part of one of these: Might be a forerunner also. The mystery tool is a 6 pt though.

my guess is that it is some kind of breaker ratchet,where you might use pipe to break stubborn nuts.

I looked in the industrial cats I have and could not find it. I have seen these on ebay before, but did not pay attention, as they do not fit my collection.

I just bought one today at the swap meet, this is a specialty tool for backseating a valve seat to the right torque spec so the valve doesn't jam open, nor damage the valve stem. For a more accurate description, as any former submarine nuke machinist mate, probably better to get specific to an RC div guy, as this was only used in the reactor compartment, I was told.
