It was in the bottom of a toolbox I bought. Descriptions of it's function are below by fellow GJ Members. Handle end was ground to a bevel by PO.

Its a Chrysler Hand Brake Adjusting Tool. Fits through the opening in the housing to reach the brake adjusting screw nut of Chrysler line cars equipped with a transmission hand brake.
