snap on has repair kits for just the ratchet part. If that's all he took apart then just find a snap on dealer and buy it from him. If he took it apart farther then just the ratcheting mechanism it might just be easier buying another one.

Will add that my boss has that exact same torque wrench. It was his fathers (deceased), sort of an heirloom. I tried getting it calibrated through the local Snap On dealer. He wouldn't touch it, said parts were no longer available for it. I suspect that had I sent it directly to a lab, they would have calibrated it.

I have the same wrench. QJR3250, round head. There is a parts breakout on the snap-on repair page, but it's a horrible copy. But even with that ... the parts for the head are no longer available. I also inherited one. It's not really that old ... 30 years. I lost the small spring in the head that causes the ratchet jam to lock in either direction. No clue what it looks like, I just know it's missing.
