Snap On WWP-12 How Old?

Bought a handful of odds and ends out of a local pawnshop for $15. Nothing noteworthy really, Drill Dr 300, new in box, some nice Fiskars pruning shears, SnapOn bearing race punch, a few Craftsman locking extensions, and a pair of wheel weight pliers.
Upon cleaning up the pliers, I noticed they are SnapOn. Markings obscured by a blob of paint.
Never seen any quite like them. Any idea how old?
