SO Extension Housing Bushing Puller

In the first pic in this thread, the top of the tool fits flush against the fluted outer tube: http://www.garagejournal.com/forum/showthread.php?t=98776

If a seller's picture shows a < 1cm gap there, is the tool possibly broken? Others I am seeing lack the gap.

The inner expander tube should slide all of the way to the end of the fingers. It keeps them engaged with the inner end of the bushing. The screw bears against the end of the output shaft and pulls the bushing and seal out in one operation.

There's a second tool that came with the extractor, and that's the bushing installer. You loaded the bushing on it and drove it in with a mallet.
