So what is this thing?

Picked it up on my latest pawn shop visit. Sorry for the blurry photo, but I couldn't get the camera to focus.

You can't see it in the photo, but there's a set screw in the collar that looks like it holds in the center bit. It looks like some sort of bolt remover, but I couldn't tell exactly what sort. It's engraved as follows: #18 EZPWR ISOMAX, World Patents USA 5450776 6047820, China 99100278, Taiwan NI-11018C

I can't find a COO anywhere on it.

I bought it with the wrenches, pliers, & snips here, mostly USA iron, everything for $5:

so if this tool allows you to remove those screws then i guess they arent really one way screws? And since this tool is made to remove one way screws and those screws arnt really one way then this tool isnt really made for said purpose!!!! ok ive confused myself now im going to be lol
