Why do sockets like to fit ~3/32" off the anvil shoulder with the ball fully seated in the detent? I'd rather have them with the ball fully seated, and flush or nearly so against the shoulder. Is this a socket issue or ratchet issue?

Don't ask.
It's not an issue with either the sockets or ratchets. It may be a issue for some users (and yes there have been posts on this in the past).

If it is too close and the force is not applied absolutely evenly, the socket might dig into the wrench? Quite easy to come up with a reasonable explanation.
