Soffit question

My garage is 30 x 40 x 18' pitch no windows with open ceiling, the problem I have is that during the summer it gets really hot (90+) inside. I bought some turbines but need to get them installed. I don't have any soffit,the framing is there but they are uncovered. I notice today that I don't have any gap for the air to come in into the roof, it's blocked with 2x4s. I mean I think I see maybe 1/4" gap, is this normal? I figured that this why it gets really hot.

My guess would be the 2 x 4 s are there to keep the critters out. It mayhelpto take them out but I would finish the exterior vented soffit as well.

You'd have to finish boxing in the soffit area and add venting there, then knock out the 2x4 blocking or drill 2" holes in it to move air.

You could drill out the 2 x 4's like Falcon said and install screen over them. Then you can all way's come back and finish out the soffit later.
