Looks like someone took the time to start laying out a specific hole pattern, and it appears to have been machined to a specific size, but the piece was abandoned mid-process for one reason or another. The dent/marks on the one side indicate to me that it was just used as a sacrificial backer plate. Useful to have around, but I don't think its anything other than a chunk of material with some small holes in it.

It's an alignment tool for the space shuttle - when I worked for NASA, we had one just like it.
