Without getting into anything "exotic" can you buy plywood that has a solid core ? Plugs are okay, just no voids !!
it's mostly void free, but still has some voids.Typical 1/4" underlayment should be void free

Marine grade plywood with exterior glue is exactly what you want! Baltic birch has exterior glue also.Exterior and interior wall sheathing for an RV. Probably 1/4"...(the marine plywood they sell on!y uses exterior rated glue !)

No. Domestic marine plywood is fir. The better imported grades, which I regularly use, are commonly made of okoume or meranti.REAL marine grade plywood uses "Weather and Boil Proof" glue. It also uses rot resistant imported hardwood. $$$ !!!
