so i just bought my first house and im noticing that the garage which has already been drywalled has some spots only on the bottom of the walls that are shriveled up like it was wet then dryed. now the drywall in some area's are still damp to touch but only on the inside(if you feel from the bottom, and the paper backing once you take it off) but it seems like it is only in area's where the drywall went below the framing and touched the concrete footing. It is not actually touching the floor just about 3-4 inches from the floor where the concrete footing starts. Now other than the obvious such as a leaking roof, can it be getting damp just from the cold concrete. I live in a very cold part of canada so the wether is not alway ideal....
