Absolutely YES to BOTH. If the table saw stand is what I think it is, I have one with a very similar Crafty saw. The stand alone is worth the price. It looks like it has a taper jig and miter gauge, both usable on many table saws. The rip fence is worth the whole price if the rest of the saw is beyond repair!
I know less about bandsaws, but I can't imagine it's not well worth the price.
Give him a Grant and don't look back!

edit: "Worth" is a slippery word. If you mean able to put some work into them, get them working and sell at enough of a profit to pay a decent wage for your time, no to the table saw and possibly to the bandsaw.
If you mean put some enjoyable time and effort and maybe a few bucks into getting useful tools for you to use, yes to both.

Depends upon how much your labor is worth and how much bling you intend to bring. If just removing surface rust on the working surface, new belts and putting them to work, then yes for both.

If by restoration you mean returning to better-than-new condition, then no to both.

They are the lighter duty end of the line and won't be worth much when shiny.

Ill hardly ever use them but thought itd be pretty cool to have i txtd the guy and he told me i could have them for $000 FREE just waiting for him to tell me when i could go pick them up

Can't beat free.

Amazingly, some on fleebay seem to make a business out of parting out Craftsman and Delta home shop machinery. They are asking insane prices for each piece, more than your guy's $25 for the whole machine. Then, shipping large, heavy stuff doubles the price. Must be some who'll pay it or there wouldn't be so many listings.

the table saw works and he said band saw wants to but doesnt move any ideas on where i could start with troubleshooting, im hoping its nothing major im hoping on actually keeping them and using them for personal use

Problem, the guy already gave me his address and i told him id shoot him a txt before i went over, i did and no response ive tried alling him and nothing yet guy lives an hr away so im just waiting now
