I bought this today at a Habitat store for 15.00 figuring I could sell it - I am unsure of what exactly the bottom is...the pictures say it better than I can but its some kind of rotating plate with a big nut... Is it supposed to be this way? Appreciate any input and recommendations on what I should ask for it

You got a GREAT deal on that old Parker. It’s probably about 100 years old. The mount is designed to be used by drilling a hole through your workbench. It originally had a big cast iron swivel handle to tighten up the mount. The handle part on yours is missing.
Yours could be made useable by buying a new large wingnut with the appropriate thread size.
If you don’t want to do that, you could clean it up a bit and display it somewhere or just sell it as is. You can easily make $50 profit or maybe more if you want to go the eBay route.

Thanks for the info - everyone here is always helpful with so much knowledge...I appreciate it

You’re welcome.
I’ve learned so much over the last few years. I like to give back.
Here is a pic I lifted from the Worthpoint site of another early Parker just like yours. Notice the handle hanging down below the bench. It’s not a good angle to see details but I hope you get the idea. The handle swivels to the side for leverage when tightening or loosening.

Your vise has the threaded part of the swiveling handle assembly but the handle itself is missing. They almost always are.
