Try posting an image of the machine. Have you already tried Ebay?

If it's one of those generic Taiwan DP's which were produced under a gazillion different brand names, then maybe pick a more popular model and try ereplacement parts. I doubt your part is proprietary.

Jet JDP-15 might have the same spring or maybe a Delta model.

As a last resort try timesavers.com. Guys have had to resort to using clock springs for some DP return springs.

You could also trot over to HF and see if one of their floor models has the same type of spring and then order one from them.

Does it look something like this?
As posted above, check ebay, that is where I found my replacement, also, try posting this down in "Vintage Tool" thread, a lot of helpful people in there.

Or a spring from a pull start from a mower/blower. You can modify them and bend the ends/tangs whatever way they need to be.

The quill spring is heavier than tape measures, seatbelts, clocks etc. From what I can see on google images your DP is fairly common and the spring is readily available as a spare part from ebay, and probably local tool repair shops as well.
If it is only one end broken off you could anneal the tip and fold it to the desired shape. If it is just weak to retract the quill it could need cleaning and adjustment.

That's right. I got a replacement quill spring for my generic Chinese benchtop drill press from an ebay vendor, maybe that one. I matched up the dimensions of the original and what was listed and the replacement works perfectly.
