Picked these up a couple weeks back. Any idea why they are stamped special?

Williams would mark a tool as "Special" for custom orders.
It could be a DOE wrench with a pair of sizes that were different than the catalog offerings. Or a size that would normally use a particular size blank, but the order requested a different size blank to fit in a tight space.

It could also be a customized tool to fit a proprietary fitting.

In your examples, I suspect the openings on the DOE are a non standard pairing.
On the SOE, it's likely a requested size on a different blank.

They look like they are for an ammco brake lathe. the ones I remember were
made by Armstrong.

Those used to show up at one of my old jobsites.
According to Vinny, the maintenance mechanic:
"They don't fit anything, we give them to the engineers so they can't f*** anything up."
I chose to believe him then and I choose to believe him now.
