Speedaire Regulator Leak

I was given a Speedaire air regulator (4ZK90 - metal bowl with filter). When I first hooked it up, it leaked like crazy. I pulled the bowl off, cleaned things up, and replaced the o-ring. It still leaks. What am I missing with this thing? When I turn the bowl to lock it in place, it has a tremendous amount of wiggle to it. Nothing is broken or bent though. Is this normal for these Speedaire filters? Do they not lock into place very snuggly?

Leakjng at the bowl or thru the regulator? Usually thru the regulator indicates the diaphragm is bad.

Sorry, by the "wiggle" in the bowl, I meant it's leaking where the bowl fits into the regulator body. Everything else about the regulator seems fine.
