I did one half of my garage and the other half was in progress. I spilled some polyurethane that i was unaware of and it hardened on top of my finished garage floor. How would i fix this? It is slightly raised, i peeled a part of it but it took off the entire flake and i have to spot fix that area now. Could i sand the extra raised areas? If so how?

How to go about this is going to depend on a couple of things. The first thing to understand is whatever attaks the extra is going to attach what was meant to be there.

Peeling it off, lightly sanding and reapplying (smooth) is not a bad idea. Likely the intercoat adhesion is poor. If it is taking the flake with it you will have to sand instead.

Basically you just want to remove the excess and a little of the good, then reapply

I'd try a heat gun and scraping it off but not sure if that will damage finish on floor.
