Around here, that's called a "Spanish Rowel" spur. The rowel is the wheel thing. Generally considered inhumane these days.

Spurs often have makers stamps on them.
You'd need to get in touch with a western antiquities dealer to get more info.
I would tell people it came from a Conquistador lol.
