Yet another eBay purchase this old piece is unmarked except for having JR stamped which I assume is an owner's mark. The I believe the base has to be a Starrett no. 52 and it has been drilled and tapped. The snug and height adjustment knobs have very different knurling than what would be expected on a Starrett tool. The knobs and snug appear to be nickle plated brass. The post definitely looks right but is not stamped to ID it as Starrett.
