Maybe for holding one of the short rules? Does it have a number on it, is there a set screw in the end? It looks like the knurled part might rotate seperately from the rest of it--does it, and if so does that move anything else?

I believe this is the correct answer

Tempered Steel Rules with holder No 423.

Holder does not have a separate part number
