Steel City is generally considered a decent brand of power tools, they're around $600 new from what I can find online. However, I believe they are mainly sold to woodworkers so find out if this one has slow enough speeds for drilling metal, if that's your plan.

Thanks for the input. Yes, I would use it for metal only. I work on the family cars and have some old stuff I work on as a hobby.

Looks very much like it came from the same place Delta 17-900's were built. I have one and I paid less than that new. They are kind of medium duty, but good enough for a home shop. Lowest speed is almost slow enough.
