My garage addition will be 20ft x 28ft wood frame construction, stem wall below grade will be 8" block, any problem with using 6" block for the two coarse above grade. The 4" concrete floor would be poured starting on top of the last coarse of 8" block leaving 12" of 6" block before starting the framing for a one story garage addition. I've never noticed 6" blocks being used and wondered if this would present any problems structurally

Unless you completely fill the lower 8" courses flush to the top with grout before laying the 6" courses, one edge of your 6" blocks will have no support. Why do you want to do this?

I would have to agree with Gerald plus everywhere you need to anchor the sill plate you should grout the cores all the way down or as far as you can. Transitioning to a different block can make this a problem and possibly a weak point if you consider side loading such a wind force.
