Stem Wall question

I've got a detatched 22x26 that I'm working on right now. The house I bought about 2 years ago and it's a 1956. I'm guessing the garage is from the same era. The stem wall blocks on the garage are crumbling in several places. Some have deteriorated to the point where there are holes I can see through to the outside. I realize that jacking up the garage and replacing the blocks is probably the best and most effective repair available but the garage is stucco and is in really good shape. I'm worried about cracking the stucco. Anybody have any other suggestions or input? Here are some pictures.

Assuming the wall is structurally sound, I'd look at just patching them up with mortar and then cover both sides of the stem wall with surface bonding concrete for added strength and prevention of future deterioration.

I think you could chip out the loose stuff and fill with mortar. Then use Block Bond over the whole thing. Block bond is a surface coat, made to be put on thin. It has fiberglass hairs in it for strength and also waterproofs to some degree.

I'm not not worried about the structural integrity of the wall at all. Most of the blocks are intact and some actually look really good for thier age. I'm not sure what would have caused only a few of them to crumble other than poor block quality. Anyway, I was also thinking patching would be the best option for me. I might have to limit complete removal of the loose stuff with some of the blocks because there wont be anything left. Thanks for the input guys.
