Garage I'm planning is built into a slope - not quite 30" from high corner to low corner. Using block for wall. Overhead doors at lowest end, each other wall steps up 3 block courses. Is easiest way to build each wall in three sections and tie together with top plate? I sketched it as one wall but can't imagine building it as such and tipping it up (and having it sit level.) I don't want to build a pony wall for lower areas because using rough sawn and shrinkage across grain would make a mess if it. 28 x 32 fwiw. Probably can't tilt a 32' wall alone anyways.

you will have to do it in sections. even if 8' tall 2x4. this is how I did it with 11' 2x6 walls. even with pump jacks it was not easy. part of the trick is getting it on the foundation bolts. In my photo you can see I stood it up on blocks so I could position it above the bolts, drill the holes, and then I pulled the blocks to drop the wall on the bolts. trying to stand it up directly onto the bolts doesn't work.
