So,
Done everything suggested on getting the Sthil Model 08 running.
Fuel filter and lines replaced.
Carb kit, including diaphram.
Have good spark.
Still pulling like mad man.
Any more help out there.

No starting sequence will matter!

This dude most likely has an air leak, even if he could get it running for a short time he runs the risk of a lean seizure. If the saw has compression and spark then it needs fuel/air mix via engine impulse.

To the op, does the saw have an impulse hose? Sometimes those fail. On an old saw it is most likely a crank seal. It can also be a cylinder base gasket seal, crank case seal, or cracked case.

I forgot to mention that you may also have to pressure test the saw. You can block off the intake, exhaust and plug (same as for vac test), pressurize the engine and listen for a leak or dump it in a bucket of water and look for bubbling.

While it may be an air leak many times you would be able to at least get it turn over or "pop" unless the leak is a large one. Have you done a compression test? The first thing I will recomend if you do not have a compresion test set up is pull the muffler off and look at the exaust side of the piston. if there is scoring then it is likley that you will need a new piston/cylinder. Another place to look is the carburator adjustment screws. if they are not set right the saw will not start. On an older saw like this one the default settting is usaly 1 turn open. When you turn down the screws do it gentley if you tighten them into the seats they will be dammaged. Once you get it running no matter the problem adjust the carb to the proper settings found in the owners manual and use fresh mixed gas with fuel stabilizer every time you run it.

i am just going to throw in my two cents but i have seen more than one 2 stroke engine that wont run because of a plugged muffler from rich mixtures
even if i can breath in i still cant survive without being able to exhale
try taking off the muffler
