If the recipient is a newish homeowner, a 120V polarity/neutral/ground tester is a good item. Also a non-contacting voltage detector.

Sears used to always have a decent DMM on sale at Christmas time for <$20 all of the time. Sears also sued to have small (quantity, not size) Craftsman screwdriver sets and 1/4" socket sets for <$20.

You didn't post what kind or hobbies/job the person(s) has. Tape measure is a pretty universal one.
